The Nokia 1280 costs about $30 and features a 96 x 68 pixels monochrome display, 3.5mm headset jack, FM radio, MP3 ringtones and flashlight.
Most probably, the upcoming $10 Nokia phone will not have a 3.5mm headset jack and neither FM radio.
